Deliverables

Outlines legal boundaries for cultivation, processing, and sales, prioritizing tribal sovereignty while addressing federal oversight. Includes civil regulations (e.g., licensing, taxation) and criminal provisions (e.g., penalties for violations).


2. Community Engagement Summary (4 weeks) A summary of consultations with the tribal government and community members to align the ordinance with cultural values and economic goals (e.g., funding tribal programs). Includes a plan for community education to ensure transparency and support, based on tribal government feedback.


3. Draft Cannabis Ordinance (6 weeks) A complete ordinance draft, approved by the tribal government, covering licensing, health and safety standards, taxation (matching or exceeding state rates), and regulations for production, processing, and sales. Includes civil penalties (e.g., fines) and criminal provisions (e.g., enforcement for illegal sales), tailored to tribal governance.


4. Tribal Cannabis Control Board Framework (8 weeks) A framework for a tribal cannabis control board to oversee implementation, monitor compliance, and enforce regulations. Defines board roles, reporting structures, and dispute resolution processes, approved by the tribal government to align with community values.


5. Implementation and Training Plan (10 weeks) A roadmap for ordinance rollout, including training for tribal staff and business operators on compliance, licensing applications, and enforcement. Provides templates for monitoring systems to ensure ongoing adherence to the ordinance, with tribal government approval.
